Climate change and human security: notes on negotiated adaptation

Abstract

This article analyzes the role of negotiation in climate change adaptation processes as a challenge to human security. To this end, it first reviews the literature on negotiation as a decision-making approach in adaptation processes and its impact on community resilience. It then focuses on an analysis of three cases of negotiated adaptation in different contexts: Mexico, the Philippines and Taiwan, to assess the impact of the (non) inclusion of affected actors in negotiated adaptation processes. The results indicate that public adaptation negotiated with the active and fair participation of all actors—including affected communities—has the advantage of increasing the resilience of those communities and even reducing vulnerability, while private or hybrid adaptation tends to be “politicized” by the interests of the actors involved, such as the private sector, community leaders, and politicians, generally exacerbates the existing vulnerability of “weak” communities, completely reducing their resilience. Therefore, in cases of risks arising from climate change, it is recommended to create and/or strengthen inclusive, fair, and participatory public or hybrid negotiated adaptation conditions that take into account the needs of all affected actors based on their specific context.
